  • Approved minutes from the March 27, 2008 regular board meeting.
  • Approved 2007-2008 budget amendments:
    • Doris Miller Elementary will reallocate $9,000 from instruction to resource and media services.
    • State and federal programs will reallocate $7,174.76 from instruction to staff development, school leadership and social work.
    • Curriculum will reallocate $11,700 from staff development to instruction.
    • West Avenue Elementary will reallocate $500 from maintenance to instruction.
    • Doris Miller Elementary will reallocate $69 from instruction to health services.
    • General fund insurance recovery revenue will increase by $3,707.19 from damages at Viking Hills Elementary.
    • Library services will reallocate $700 from resource and media services to staff development.
    • Sul Ross Elementary will reallocate $60 from instruction to health services.
    • Viking Hills Elementary will reallocate $400 from instruction to plant maintenance.
    • G.L. Wiley Middle will reallocate $1,000 from instruction to plant maintenance.
    • Waco High will reallocate $847.88 from extracurricular to instruction.
  • Approved bid award for athletic supplies to various vendors, through March 31, 2009.
  • Approved bid award for charter bus services to Central Texas Trails as primary vendor and Brazos Valley Travel as secondary vendor, through March 31, 2009.
  • Approved bid award for photo identification systems to Precision Business Machines as primary vendor and A Photo Identification and Identisys as secondary vendor. Approved bid award for poster printers, laminators and supplies to Precision Business Machines as primary vendor and A Photo Identification and Identisys as secondary vendor.
  • Approved bid award for business forms and labels to Exact Data, Inc. through April 30, 2009.
  • Approved bid award for student planners, agendas and folders to School Mate, Inter-State Studio and Premier School Smart Agendas for the elementary campuses and to Meridian, Cool School (Texschool, Inc.) and Quality Planners for the secondary campuses; and folders also awarded to School Mate.
  • Approved contract renewal for graffiti removal and high pressure water blasting to Fred's Power Washing as primary vendor and Star Air, Inc. as secondary vendor.
  • Approved contract renewal for audio/visual repair services to L&M Electronics as primary vendor and Billy Azbell Electronics, Inc. as secondary vendor, through April 30, 2009.
  • Approved the contract renewal for interior and exterior painting services to Goss Contracting through April 30, 2009.
  • Approved the contract renewal for refrigeration services to A&H Refrigeration as primary vendor and Classic Heat and Air as secondary vendor, through April 30, 2009.
  • Approved contract renewal for carpentry and general repair services to BTH Construction Co., Inc. through April 30, 2009.
  • Approved sole source purchase affidavit with Options Publishing Company for materials to be purchased on an "as needed" basis.
  • Adopted a list of qualified brokers, authorized to engage in investment transactions with the district. Those brokers are: Citigroup Global Markets, First Public, LLC, JPMorgan Securities, Inc., USB Financial Services, Inc., Compass Bank, SWS Financial Services, Fina Corp Securities.
  • Approved contract with Learning Keys, LLC. for the 2008-2009 Convocation conference at a cost to the district of $64,150 to be funded through Title II professional development funds.
  • Approved the revision to the Alta Vista Montessori attendance zone for the 2008-2009 school year, phasing out the attendance zone and converting the campus into a sole Montessori magnet program.



Monthly Financial Report: As of March 31, 2008, the financial report showed $69,821,408 in revenue and $67,287,533 in expenditures with revenue exceeding expenditures exceeding by $2,533,875.


Policy Revisions: Marsha Ridlehuber, assistant superintendent for accountability and instruction, gave a report on the Texas Association of School Boards localized policy manual update 82 for a first reading and discussion of local policies.

Superintendent's Report: Dr. Roland Hernandez, superintendent of schools, expressed congratulations to Lake Waco Montessori principal Pam Thomason who is a regional finalist in the H-E-B Excellence in Education Awards.



Update on the Facilities Master Plan Development: Kerri Ranney, director of the Austin office of PBK, Inc., presented an update on the district's facilities master plan and gave information regarding the bond referendum.

Waco High Powerlifting State Champion
Johanna Denson, athletic director, introduced Albert Graser, strength coach for Waco High. Coach Graser recognized Waco High senior Gary House for his powerlifting accomplishments. Gary, who weighs 197 pounds, placed first at the regional competition with a record-breaking squat lift of 620 pounds. He lifted a total weight of 1,605 pounds at the regional competition. He received "outstanding lifter," "outstanding deadlifter," and "outstanding lifter in the 198 pound class. He qualified for "super heavies." At the state meet in Abilene, Texas, Gary achieved a 685 pound squat and 16-year state record. In the 198 pound class, he received "outstanding lifter." He won the state championship with first place on his dead lift. Coach Graser thanked Dr. H.T. Sanchez for traveling to the state meet to support Gary. He also recognized Gary's mother, Mrs. House.

University Boys Soccer District Champions
Johanna Denson introduced Matt Carroll, athletic coordinator for University High. Coach Carroll introduced Mike Chapman, University High Soccer Coach, who was also named the 16-4A "Coach of the Year." Coach Chapman recognized the University High boys soccer team for winning a district championship. They were the number one ranked team for six consecutive weeks. The team's season record was 18 wins, three losses and two ties. Coach Chapman recognized Coach Ricky Perez and Coach Larryl Curtis who have been with the team for seven years and who were also University High soccer players. In their seven years as a coaching staff, they have won 144 games at the district level, with 24 loses and seven ties. At the regional level, they have won 85 games, lost 11 and tied two games. The team has not lost a home game in four years. They have made the playoffs all seven years. Six of those years, they have made the bi-district playoffs. They have been area champions two years and qualified for regionals two years.Coach Chapman introduced the team:

Dr. Hernandez presented a district championship trophy to Coach Chapman and congratulated the team.

Waco High All-State Choir
Dr. H.T. Sanchez, principal of Waco High, introduced Florence Scattergood, Waco High Choir Director. Mrs. Scattergood recognized the Waco High Choir for their participation in the UIL contest, where 125 students participated. Two students won first division awards and two students won sweepstakes. Mrs. Scattergood introduced Austin Bradley and Elizabeth Riley. Austin made the Texas Music Educators Association all-state mixed choir for the second year in a row. Elizabeth made the all-state women's choir.

Waco High Mock Trial Team
H.T. Sanchez, Waco High Principal, and Rick Lowe, mock trial teacher, recognized the Waco High Mock Trial team for their accomplishments.
The team won the regional mock trial competition and recently won third-place in the state competition in Dallas. It was the highest finish for Waco High since 1998. Waco High was impressive at state where it was the only school to have three students recognized with individual awards. Mandy Spinn was named Outstanding Witness and received a $250 scholarship.  Sameer Hashmi was named Honorable Mention Outstanding Advocate and Ben Smith was named Honorable Mention Outstanding Witness. Other team members include Lorena Angel, Burkeley Anderson, Rob Bradfield, Cameron Byrd, Don Closs, Judy Price, Rachel Smith, Melissa Spinn and Toby Tollison. The team was coached by Rick Lowe and Jason Dalrymple.

Keep Waco Beautiful Award
Kay Metz, director of development and community partnerships, introduced Sheri Street, executive director of Keep Waco Beautiful. Ms. Street recognized University High as the "Campus of the Month" in appreciation of their environmental and beautification efforts. Nolan Correa is the principal. A member of the student council accepted the award.
