  • Approved minutes from the July 17, 2008 regular board meeting.
  • Approved minutes from the August 7, 2008 special board meeting.
  • Convened the meeting for a public hearing on the budget and the proposed tax rate.
  • Approved 2007-2008 budget amendments:
    • General fund will increase $120,000 from the sale of real property revenue from selling of two busses; funds will be used for student transportation.
    • A.J. Moore Academy will reallocate $1,535 from extracurricular and security to maintenance.
    • Lake Air Middle will reallocate $529.85 from extracurricular to instruction.
    • University High will reallocate $69.78 from instruction to maintenance.
    • Bilingual department will reallocate $3,250 from instructional leadership to counseling.
    • Meadowbrook Elementary will reallocate $1,000 from instruction to maintenance.
    • Cesar Chavez will reallocate $3,500 from security to instruction and maintenance.
    • West Avenue Elementary will reallocate $2,800 from instruction to staff development.
    • Hillcrest P.D.S. will reallocate $70.33 from staff development to maintenance.
    • State and Federal programs will reallocate $24,707.03 from instruction to staff development, school leadership, social work and community services.
    • Fine arts department will reallocate $2,645.43 from staff development to instruction.
    • Mountainview Elementary will reallocate $1,400 from health services to instruction.
    • Dean Highland Elementary will reallocate $7.28 from instruction to health services.
    • J.H. Hines Elementary will allocate $1,468 from school leadership to staff development.
    • Debt service fund's issuance of bonds revenue increased by $6,410,837.41 was a result of the series 1998 bonds. The corresponding increase in expenditures are for related cost of the refunding.
    • General fund will reallocate $1,129,320.44 from various expenditures to various expenditures.
    • Food service fund will increase various revenues sources by $699,000 for the food service fund to match projected receipts for this year.
    • Reallocation of debt service interest on bonds of $20,000 will be used for payment to tax increment funds miscellaneous operating expenditures.
  • Approved bid award for custodial supplies, warehouse stock be awarded per a bid tabulation from twenty-one bids that were received.
  • Approved renewal of job order contract for general electrician services to OLS as primary vendor, Tom Segars Electric as secondary vendor, and Hensel Electric as tertiary vendor.
  • Approved bid renewal of temporary labor employment services to Jack of All Trades.
  • Approved sole source purchase of AIM classroom kits from DaVinci Minds, Inc. for A.J. Moore Academy (one section) $20,764.58, University High (six sections) $43,307.75, and Waco High (two sections) $33,505.77.
  • Approved award of construction manager agent for the new elementary school in East Waco to Gallagher Construction Services.
  • Approved award of construction manager at risk for new University High to Bartlett Cocke, L.P.
  • Approved award of construction manager at risk for science labs additions and renovations for various projects to Mazanec Construction Co., Inc.
  • Approved staff members listed to serve as teacher appraisers for the 2008-2009 school year.
  • Approved property insurance and other property related insurance coverage with Affiliated F.M. Global, inland marine/equipment floater coverage with Great American, and limited flood coverage for properties in zone A and zone B provided by the National Flood Insurance Program through FEMA, effective September 1, 2008.
  • Approved the schematic design for the new elementary school in East Waco, giving administration and architect input on the schematic design and conceptual site plan.
  • Approved a design for the front elevation of the new elementary school in East Waco, giving the administration and architect input on the alternative selected.
  • Approved a design for the front elevation of the new University High School, giving the administration and architect input on the alternative selected.
  • Authorized the superintendent to execute a contract to purchase property at a purchase price of $174,800. The property is 14 lots on Paul Quinn Street for use in connection with a new elementary school in East Waco.
  • Authorized the superintendent to execute the letter of intent and a contract to purchase an 80 acre tract of property at the southwest corner of New Road and Old Robinson Road in Waco for the new University High School. The purchase price is $3,350,000.
  • Adopted the 2008-2009 budget: General Fund budget at $108,880,159, National School Breakfast and Lunch budget at $7,736,294, and Debt Service Fund budget at $14,130,596. Adopted a resolution explaining the intent to fall short of proposed expenditure target established by the Commissioner of Education.
  • Adopted by ordinance the 2008 tax rates of $1.040040/$100 assessed value for maintenance and operations, and $0.319099/$100 assessed value for interest and sinking for a total 2008 tax rate of $1.359149/$100 assessed value.
  • Approved employment of administrators:
    • Tommy Sansom, Assistant Principal, Brazos Middle
    • Diego Veloz, Assistant Principal, Cesar Chavez Middle
    • Paul Mach, Assistant Principal, Lake Air Middle
    • Clara Campbell, Assistant Principal, Tennyson Middle

  • Approved Met Life as the group term life insurance provider effective January 1, 2009. Approved the group term life insurance premium contribution of 1.06 cents per employee per month.
  • Accepted gifts to Waco ISD:
    • The district received $700 from Wells Fargo Bank for program expenses for Convocation.
    • The district received use of the Ferrell Center from Baylor University, valued at $3,000.
    • The district received $500 for breakfast for convocation from TFE, eInstruction, Grande and Texas Education Solutions.
    • The district received $2,000 for breakfast for Convocation from OdysseyWare.
    • Dean Highland Elementary received $3,887 from Lorrie Hopkins to purchase Game Pro-Grade Systems for physical education classes.



Monthly Financial Report: As of July 31, 2008, the financial report showed $100,186,429 in revenue and $99,611,443 in expenditures with revenue exceeding expenditures by $1,231,287.

Transition of G.L. Wiley Middle Students: Marsha Ridlehuber, assistant superintendent for accountability and instruction, spoke on the transition of students from G.L. Wiley Middle to other middle schools.

Development Report: Kay Metz, director of development and community partnerships, gave the development report:

  • Teachers new to Waco ISD received $100 awards that were provided by the Waco ISD Education Foundation and the Rapoport Foundation. The Waco ISD Education Foundation granted $5,600 to the district and the Rapoport Foundation granted $4,500 to provide 101 new WISD teachers with zero years of teaching experience a financial award.
  • Nine Waco ISD principals received a total of $2,000 from the Rapoport Foundation in recognition for their TEA "recognized" status for the 2008 school year.
  • The district received breakfast valued at $7,200 from Educators Credit Union for Convocation.
  • The district received lunch and tote bags valued at $2,000 from Educators Credit Union for New Teacher Orientation.
  • Waco ISD received a Tobacco Compliance grant in the amount of $5,000 from the Texas Comptroller's office and supports the Texas Statewide Tobacco Education Prevention (Texas STEP) program. The grant will be used for tobacco enforcement and compliance education requirements. The grant manager is Liz Harris, director of student services.
  • Waco ISD received $1,837,479 in activities and services from the GEAR UP grant during the 2007-2008 school year. Jewel Lockridge is the director.
  • Waco ISD received $1,453,780 in activities and services from Communities in Schools during the 2007-2008 school year. Doug McDurham is the executive director.

Superintendent's Report: Dr. Roland Hernandez, superintendent of schools, gave a brief report. The teachers, faculty and staff heard outstanding speakers at the district's Convocation earlier this week. Dr. Hernandez thanked the faculty, staff and administration for their hard work in getting prepared for another school year. The first day of school is Monday, August 25. Summer school graduation will be held on Friday, August 22 at 6 p.m. at the Waco High Richfield Performing Arts Center. The H-E-B Heart of Texas Kickoff Classic begins next week at the Waco ISD Stadium. Waco High plays Friday night and University High plays Saturday night.

A.J. Moore Academy Students Attend Navy Seminar
A.J. Moore Academy seniors, Luis Guevara and Mariano (Anthono) Linares, attended a Navy seminar in Annapolis, Maryland. The seniors trained with other cadets from all over the nation.

Waco High Student Wins State CIS Award
Waco High senior, Linzie Bradshaw, was awarded the Communities in Schools "Best of Texas 2008" Student of the Year for the Communities in Schools Heart of Texas region. Linzie was honored at a luncheon at the Texas Education Agency in April. He was chosen by his peers to be nominated for the award.


G.W. Carver Academy Principal Pamela Correa, Jim Heston, Mary Duty, David Gibson and Jessica Reisinger.

Team of Carver Teachers Wins Award
A team of four G.W. Carver Academy teachers (Jim Heston, David Gibson, Jessica Reisinger and Mary Duty) won the National Middle School Association's "Teams That Make a Difference" award for the work they have done to develop the Carver Academy Mars Simulator. They will be presenting at the National Middle School Association's (NMSA) conference in October in Denver, Colorado and writing an article to be published in the NMSA Journal.
