  • Approved minutes from the June 12, 2008 regular board meeting.
  • Approved minutes from the June 26, 2008 special board meeting.
  • Convened the meeting for a public hearing on child care options.
  • Approved 2007-2008 budget amendments:
    • General fund will reallocate $71,591.71 from data processing to instruction.
    • Alta Vista Montessori will reallocate $4,000 from staff development to instruction.
    • State and Federal programs will reallocate $3,886.42 from instruction to library services, staff development, school leadership and social work services.
    • Lake Waco Montessori will reallocate $693.41 from instruction to maintenance.
    • Library services will reallocate $172.09 from staff development to library services.
    • Brook Avenue Elementary will reallocate $526.01 from instruction to school leadership, health services and maintenance.
    • Tennyson Middle will reallocate $350 from instruction to staff development.
    • Doris Miller Elementary will reallocate $900 from instruction to school leadership.
    • Tennyson Middle will reallocate $71.93 from instruction to security.
    • Athletic concessions will reallocate $4,766 from maintenance to extracurricular.
    • Curriculum will reallocate $4,338.99 from staff development and school leadership to instruction.
    • University Middle will reallocate $1,500 from instruction to school leadership.
    • Hillcrest PDS will reallocate $4,039.04 from staff development to instruction and school leadership.
    • J.H. Hines Elementary will reallocate $867 from instruction to staff development.
    • Brazos Middle will reallocate $297.12 from instruction to maintenance.
    • Career and Technology will reallocate $10,600 from instruction to staff development.
    • Parkdale Elementary will reallocate $1,514 from instruction to school leadership.
    • General fund will increase by $235,000 from selling four busses. The corresponding increase in expenditure is for the purchase of new buses.
  • Approved the declaration of three compressors in the basement of the administration building as "surplus property" and granted permission for Mr. William Homer to pick up the compressors at no charge to the district.
  • Approved the job order contract for heating and air conditioning repair service be awarded to Classic Heat & Air, LLC as the primary vendor and Jacobs Cathey as the secondary vendor.
  • Approved the contract for fixed-post campus security to Texas Star USA.
  • Approved the award of the following professional services:
    • Geotechnical services to Kleinfelder
    • Land surveying to GE Walker & Associates
    • Materials testing to Kleinfelder
    • MEP Engineering to Estes McClure & Associates
    • Structural Engineer to Cross Winton Associates
    • Civil Engineer to The Wallace Group
    • Environmental Engineer to Kleinfelder
    • Asbestos abatement supervision to Alpha Testing
    • Other awards to Conley Group and Mid-West GIS
  • Approved the interlocal agreement with Texas Association of Public Schools (TAPS) for general liability, educators' legal liability, and commercial auto liability coverage, effective September 1, 2008.
  • Approved the Interlocal Participation Agreement for the 2008-2009 plan year with Texas Association of School Board Risk Management Fund for the administration of the workers' compensation program for one year, subject to annual renewal successive one-year terms thereafter unless sooner terminated by either party.
  • Approved the District Student Code of Conduct for the 2008-2009 school year.
  • Approved the employment of an individual related to an administrator.
  • Approved the staff members listed to serve as teacher appraisers for 2008-2009.
  • Approved the district appraisal calendar for 2008-2009.
  • Accepted gifts to Waco ISD:
    • Waco High received $2,925 from Community Bank & Trust for the purchase of five billboards across town for the duration of three months for promotion of the school.
    • A.J. Moore Academy received $2,050 from the Cooper Foundation for a performance trip for the Steel Drum Band.
    • Alta Vista Montessori received $3,000 from Mary Ruth and Malcolm Duncan for the purchase of violins and books.
    • Campuses with standardized dress received "standardized dress gift cards" from Academy Sports and Outdoors. A total of 600 gift cards were donated to the district for a value of approximately $12,000.
    • The six Waco ISD outstanding teachers each received $1,000 from the Waco Foundation for a total contribution of $6,000.
    • The district received donations of $1,000 from the following businesses for Outstanding Educators Awards: Central National Bank, Insurors of Texas and Richard Karr Buick, Pontiac, GMC.
  • Approved employment of administrators:
    • Henri Lewis, Principal, Brazos Middle
    • Clarence Simmons, Principal, Waco High



Monthly Financial Report: As of June 30, 2008, the financial report showed $88,895,962 in revenue and $95,153,442 in expenditures with expenditures exceeding revenue by $6,257,480.


Development Report: Kay Metz, director of development and community partnerships, gave the development report:

  • Campuses with standardized dress received "standardized dress gift cards" from Academy Sports and Outdoors. A total of 600 gift cards were donated to the district for a value of approximately $12,000.
  • The six Waco ISD outstanding teachers each received $1,000 from the Waco Foundation for a total contribution of $6,000.
  • The district received donations of $1,000 from the following businesses for Outstanding Educators Awards: Central National Bank, Insurors of Texas and Richard Karr Buick, Pontiac, GMC.
  • The quarterly report of the development office for the current quarter is $179,706.71 in gifts and grants.
  • The 2007-2008 development report is $11,572,062.79 in gifts and grants.

Superintendent's Report: Dr. Roland Hernandez, superintendent of schools, gave a brief report. The Board of Trustees will have a meeting at G.L. Wiley Middle on Thursday, July 25 at 6 p.m. to discuss the status of G.L. Wiley Middle and future considerations. Summer graduation will be held on August 22.

Pledge of Allegiance
Dean Highland Elementary students Marquese' Mason, fourth-grade, and Mariaya Mason, first-grade led the pledge of allegiance. Yolanda Williams is the principal.


H-E-B Excellence in Education Award Recognition
Dr. Terri Patterson, director of elementary education, recognized Pam Thomason, principal of Lake Waco Montessori, for being named a regional finalist in the 2008 H-E-B Excellence in Education Awards program. The program received 4,500 nominations and Ms. Thomason was one of only five educators named a state finalist. Ms. Thomason received a $1,000 check and a $2,500 donation was made by H-E-B to Lake Waco Montessori. Ms. Thomason has been with Lake Waco Montessori for 13 years.

Ann Sandifer, president of Waco Texas State Teacher Association National Education Association (Waco TSTA-NEA), spoke on the topic of employee compensation for the 2008-2009 school year in support of salary increases for support staff employees who are paid hourly.



A public hearing was held on the available child care options for before- and after- school, and during school vacations.
