  • Approved bid renewal of job order contract for telephone repair and installation services to Custom Telephone Systems, Inc., valid through June 30, 2009.

    • Signs and banners are awarded to the Sign Lady as primary vendor and Digitec Graphics as secondary vendor.
  • Approved membership in the Purchasing Solutions Alliance (PSA) purchasing cooperative.
  • Appointed President David Schleicher as Waco ISD delegate and Vice President Sammy Smith as alternate to the 2008 Texas Association of School Boards' (TASB) delegate assembly, September 27, 2008.

Monthly Financial Report: As of May 31, 2008, the financial report showed $81,613,851 in revenue and $87,972,862 in expenditures with expenditures exceeding revenue by $6,359,011.


District TAKS Report: Marsha Ridlehuber, assistant superintendent for accountability and instruction, gave a report on the 2008 TAKS results. Students in grades three through eleven participated in a series of TAKS administrations this spring. Results of these assessments have been received by the district and are undergoing detailed analysis now for each campus, grade and subject area. A preliminary review of data indicates that the district may have as many as nine campuses (elementary) attain a "recognized" rating for the 2007-2008 school year. It appears that the district has five campuses that have performance/subgroup issues. Areas of improvement district-wide include reading/English language arts for all subgroups; writing for all students, African-American and economically disadvantaged; science for all subgroups; and social studies for all subgroups. Improvement was noted district-wide, however performance indicates continued concern for mathematics, science, and reading at several grade levels.

Career and Technology Education Monitoring Visit and Corrective Action Plan: Marsha Ridlehuber gave a report on the Career and Technology Education's monitoring visit, Program Access Review (PAR), by the Texas Education Agency Division of Program Monitoring and Interventions. The district was selected during the 2006-2007 school year for a monitoring visit. During the visit, TEA reviewed all aspects of the CTE program in Waco ISD along with campus facility visits designed to determine adequate access to CTE programs and services for all students and their parents. The areas of concern have been, or are being, addressed according to the timeline agreed upon by the district and the PAR team.

Residential Facilities Monitoring Corrective Action Plan: Marsha Ridlehuber reported that Waco ISD was recently randomly selected for an on site monitoring visit for residential facilities by the Texas Education Agency Division of Program Monitoring and Interventions. During this visit, the TEA reviewed the systems Waco ISD uses to identify and communicate with residential facilities that serve students with disabilities and review the accuracy of facility, student, and staff data entered by the district in the RF Tracker data collections system. Additionally, TEA staff reviewed documents including student legibility folders, student schedules, and conducted interviews with district staff. During this on site visit, TEA identified data entry errors as well as other areas of student-specific non-compliance. Based on these findings, the district was required to develop a corrective action plan to address the specific areas of concern.

Pledge of Allegiance
Individuals who helped with the 2008 bond election led the Pledge of Allegiance. Representatives from the Bond Advisory Committee included Ralph Cooper, Allen Marshall and Jim Vaughan.


A.J. Moore Principal Receives Honor
Dr. Royce Avery, director of secondary education, recognized Dr. Debra Bishop, principal of A.J. Moore Academy, for receiving the "Educator of the Year" award from the Hazel Harvey Peace Scholarship Fund. Dr. Bishop was honored at a black tie event at the Gaylord Texas in Grapevine, Texas for her accomplishments as an educator and a principal.

A.J. Moore Academy "Pencils for Peace" Initiative
Dr. Debra Bishop, principal of A.J. Moore Academy, introduced Mary Duty. Mrs. Duty teaches social studies at G.W. Carver Academy. Mrs. Duty volunteered with the A.J. Moore Academy J.R.O.T.C. to form an initiative called "Pencils for Peace" to raise school supplies for children in Iraq. The J.R.O.T.C. members at A.J. Moore Academy and students from Parkdale Elementary have raised enough school supplies to outfit 20 schools in Iraq. Mrs. Duty introduced four of the J.R.O.T.C. members.

University High Mariachi Troyanos, at a state competition where they won first-place;


West Avenue Elementary students on a tour of the Alamo in San Antonio;


elementary students from various campuses who scored perfect papers on the UIL music memory test;


middle school students who competed and won at the middle school academic UIL competition; and


Kendrick Elementary's top readers.



There were no guests during the "Audience for Guests" portion of the meeting.
